SNOW REMOVAL POLICY


Snow Event Parking Policies & Procedures

The following winter snow fall parking policies and procedures are intended to ensure the safety of residents, guests, visitors and invitees so to allow adequate clearing and treatment of winter precipitation in “common” areas which encompasses all driveways, parking lots and walkways.


IMMINENT SNOW EVENT PRE-STORM PREPARATION


1. All Chapin Greene owners, residents and guests MUST park in their unit garages and/or driveways to allow snow removal equipment unobstructed access to roadways and parking lots first. (In accordance with Chapin Greene Rules and Regulations; rule 21)


2. Vehicles are prohibited from parking along the backyard curb line in both dumpster parking lots to allow snow equipment access into the side yard areas to stack snow.


3. For those few residents with limited driveway parking that use visitors lots MUST move their vehicles as soon as the snow removal operations begin. (In accordance with Chapin Greene Rules and Regulations; rule 31)

 

4. Upon clearing of parking lots, ALL vehicles MUST be moved from driveways to allow for snow cleanup.


Vehicles not moved during snow clearing operations are subject to the following consequences:


· $100 FINE FOR EACH INFRACTION


· VEHICLES ARE SUBJECT TO BE TOWED


· UNIT OWNERS WILL BE ISSUED FINES FOR NON-COMPLIANT OCCUPANTS, VISITORS AND GUESTS VEHICLES


· VEHICLE OWNERS WILL INCUR ALL COST OF TOWING, STORAGE AND RECOVERY FEES

NO PLASTIC WRAP OR BAGS!

NO plastic wrap or plastic bags are to be placed in the recycling bins. Plastic wrap and bags can be recycled at local supermarkets.

WHAT NOT TO RECYCLE

  PLASTIC ITEMS NOT TO RECYCLE


Some plastic items cost too much to recycle, cause problems at recycling facilities, are unwanted by manufactures or are recyclable only through separate recycling programs. Please DO NOT place these items into your household or municipal recycling mix:


· DO NOT put your recyclables in any type of plastic bag for disposal into the recycling bins!!!!!!!!!


· Plastic bags, plastic wrap, vinyl or rubber gloves


· Prescription bottles (large aspirin or vitamin bottles are accepted only if larger than a credit card) 


· Black plastic (microwavable containers, food trays, etc.) the clear plastic covers are accepted


· Plant pots and garden trays


· Plastic straws and takeout beverage lids


· Molded plastic packaging that is firm and rigid (the type that requires a sharp object to open


· Foam items know as “Styrofoam” packing material, cups, egg cartons, food containers and trays


· Forks, spoons, knives & serving utensils


· Plastic plates & plastic cups that are opaque or colored (clear plastic cups are accepted)


· Tubes that are soft and flexible (e.g. toothpaste, cosmetics, hair-gel, lotion)


· Bulky rigid items such as plastic buckets, crates or toys


· Plastic containers greater than 2.5 gallons in size


· Plastic containers which once held toxic substances (e.g. automotive oil, anti-freeze, etc)


· Containers labeled “biodegradable or “ composable”


· Binders, folders and page protectors


· Plexiglas


· Compact disks or cases, video & audio tapes, electronics or wiring


· Six pack rings (cut them up & put in trash)


· PVC products (pipes, tubes, siding, manufactured plastic wood etc.)


Any plastic item smaller than a credit card is prohibited


PAPER ITEMS NOT TO RECYCLE


The following paper items are not accepted due to the wax coatings or food contamination:


· NO SHREDDED PAPER


· Food and beverage cartons used for milk, juice, ice cream, soup, coffee, etc


· Frozen food cartons


· Pizza boxes


· Takeout food cartons or containers


All the above listed items are considered trash.

   WHY TRASH & RECYCLING RULES ARE IMPORTANT     


The following background information is important to help you understand the need for all Chapin Greene owners and residents to fully comply with the Trash & Recycling rules and directives.   


Several years ago, Chapin Greene's annual expenditure for trash & recycling services was approximately $10,000 which was paid from your monthly condo fees. With condominium home owners paying real estate taxes in addition to condo fees, condominiums did not receive the weekly trash & recycling collection service benefits as standalone homes did. 


Chapin Greene Condominium Association petitioned the Town of Ludlow to pay for this service. The Select Board agreed and voted in favor of this appeal.   

However, this agreement raised concerns of the town's trash disposal service provider and public works officials of the propensity of misuse and non-compliance of community housing dumpsters. 

 

IT IS IMPERATIVE THAT WE DO NOT JEOPARDIZE THIS SERVICE PRIVILEGE

The rule of thumb is: "If it's not acceptable of the Town's roadside collection policy, then it shouldn't go in the dumpster"     


*NO CONSTRUCTION MATERIALS SHALL BE PLACED IN CHAPIN GREENE DUMPSTERS.      


*IT IS THE UNIT OWNERS RESPONSIBILITY TO INSURE THAT ALL CONTRACTOR QUOTES INCLUDES THE DISPOSAL OF ALL CONSTRUCTION WASTE MATERIAL OFF-SITE.  

This shall include any work performed by do-it yourself or gratuity work performed by friends & family.   

Construction material examples: carpet, carpet padding, flooring material, plywood, linoleum, tile, cabinets, doors, drywall, wood, sinks, toilets, bathtubs, shower stalls, cooking exhaust fans. The dumpsters are provided for household refuse only.     


DUMPSTER RULES     

• Chapin Greene residential trash only    

• No construction materials    

• Chapin Greene  household trash only 

• No commercial business trash or recyclables of any kind    

• No car/truck tires, batteries or parts    

• No appliances i.e.; computers, monitors, printers, televisions, microwaves, cooking exhaust fans    

• No hazardous materials     

• No box springs or mattresses     

• No trash is to be left outside of container     

• No large metal items     

• No Christmas trees     

• All cardboard boxes must be broken down and placed in recycling containers.     


Massachusetts General Laws Chapter 266, section 146    

For the purpose of this section “solid waste” shall mean garbage, refuse, trash, rubbish, sludge, residue or by-products of processing or treatment of discarded material, and any other solid, semi-solid or liquid discarded material resulting from domestic, commercial, mining, industrial, agricultural, municipal, or other sources or activities, but shall not included solid or dissolved material in domestic sewage.              

“Whoever willfully and without right deposits solid waste in a commercial container of another without the consent of the owner or other person who has legal custody, care or control thereof shall be punished by a fine of not less than one hundred dollars, nor more than one thousand dollars.”
